The Treaty of Paris, signed on April 18, 1951, created the European Coal and Steel Community (ECSC) between six founding countries. This historic text is fundamental, because it lays the foundations of the supranational method which characterizes modern European integration. The major innovation of this treaty lay in its institutional structure, designed by Jean Monnet and Robert Schuman.It included a “High Authority”, an independent body responsible for managing the common market in coal and steel. This High Authority, whose first president was Jean Monnet, is the direct ancestor of the current European Commission. The Treaty of Paris also provided for a Common Assembly, ancestor of the European Parliament, and a Council of Ministers.Concluded for a period of fifty years, this treaty expired in 2002, its powers having been definitively integrated into the overall framework of the European Union.
